Analysis of New York Independent System Operator's transmission congestion contract market. A market designed to allow for efficient trading of risk for electricity markets. The market is fundamentally flawed in forcing rate payers to take on the risk unknowingly. This allows other market participants to exploit the imposed market system.

  • CAPM model used with GARCH estimation to compare returns to volatility
  • NY Rate Payers incurred over $100 million in unnecessary costs between 2010 and 2016

Cost benefit analysis of Virginia enacting legislation to allow direct to consumer wine shipping from out of state wineries. This exposed Virginia wine producing to external competition, increased user choice, and had marginal to no effects on vehicle related accidents.

  • Vehicle accident effect estimated with fixed effects on panel data
  • Net present value of DTC legislation of $89 million for Virginia residents.
