Bell Ringer Volunteer Replacements

Parking meters replacing bell ringers. Certainly this can be done better as this setup is more about free parking for customers going to local stores.

It would be interesting to see the effectiveness in fundraising of re-purposed parking meters compared to volunteers that have smiles.
